Socio-economic Characteristics of Batanes

Education

Formal education is the single most important predictor of socio-economic position, particularly of income and occupation, in modern society. However, it cannot be assumed that "success" as defined in purely economic terms can capture the whole range of intangibles that contribute to the fulfillment of life.
Ivatans highly educated

The 1995 Census showed that Ivatans continued to attain higher levels of education, a trend observed since the turn of the century.

Household Population -

In 1995, 35.9 per cent of the household population aged 5 and over attended or completed elementary education. On the other hand, 29.1 per cent had reached or completed high school while 25.7 per cent had attended or graduated from university or other post-secondary institutions.

Of the post-secondary graduates, 1,223 were university graduates with a bachelor's degree or higher. These university graduates represented 10 per cent of the population aged 5 and over. Of these, post-graduates accounted for 1.3 per cent.

The Municipalities -

At the sub-provincial level, the proportion of the population who attended or completed elementary education was highest in Sabtang (45.9%) and the lowest in Basco (30.8%), while the proportion of those who reached or completed high school was highest in Itbayat (36%) and lowest in Basco (26.1%).

In contrast, the proportion for those who attended or completed post-secondary education was highest in Basco (34.5%) and the lowest in Itbayat (12.4%).
Bachelor's degree holders highest in Basco

The proportion of bachelor's degree holders or higher was highest in Basco (14.1%) and the lowest in Itbayat (4.5%). In the other towns, the proportion was 10.8% in Ivana, 10.7% in Uyugan, 8.1% in Mahatao and 5.5% in Sabtang.

Post-graduates highest in Sabtang
In Sabtang, post-graduates represented 2.7% of the population aged 5 and over, the highest of any municipality. Elsewhere, the proportion ranges from 2.1% in Ivana to 0.3% in Itbayat.
Overall, the proportion of the population aged 5 and over who attended or completed elementary education was still the highest of any educational level in Batanes. The same is true of all the municipalities except Basco which had a higher proportion of those who attended or completed post-secondary education.

Overseas Workers -

In 1995, 66.4 per cent of overseas workers from Batanes had attended or completed post-secondary education. Of these, academic degree holders and post-graduates accounted for 24 per cent.

                                    
Post-secondary education higher among males than females

The proportion of overseas workers who had attended or completed post-secondary education was higher among males than females -- 83.3 per cent for males compared with 59.5 per cent for females.

In contrast, among overseas workers who had reached or completed high school, the proportion was higher for females -- 27 per cent for females compared with 6.7 per cent for males.

Labour Force/Economic Activity

The quality of the labour force depends mainly on education and health . A  great part of the productive resources of the economy consists in the education and training embodied in its labour force. Improved health raised productivity and prolongation of the working life during which the economy reaps the benefit of the worker's education.

Industry -

Farming was still the most common economic/labour force activity in Batanes.

                                                                 
Agriculture the largest industry

In 1995, 4,807 people or 58 per cent of the household population of Batanes were engaged in agriculture. The industry has the highest proportion of those reported to have worked at any time in the year prior to the Census.

                                                              
The services industry next largest

The next largest proportion was the services industry with 33 per cent of those reported. Of these, government service has the highest representation with 24.2 per cent or almost one out of four people reported in all the industries.

Trade, construction and fishing accounted for 3.9 per cent, 2.1 per cent and 1.7 per cent, respectively.

                                           
Goods-producing twice as large as service-producing

Overall, 5,222 people or 63 per cent of the household population of Batanes were engaged in the goods-producing industries (i.e. agriculture, fishing, etc.). The remainder of 3,063 people or 37 per cent were in the service-producing industries (trade and services).

The number of men working at any time was 4,216 or 51 per cent and the number of women was 4,069 or 49 per cent.

Occupation -

Economic/labour force activity by class of workers or occupation reflects the same pattern as the industry. Thus, people who worked without pay in the farm was still the most common occupation in Batanes.

                                                              
Unpaid workers the largest class

Unpaid workers or people who worked without pay in their own family-operated farm or business constituted 58.2 per cent of the household population of Batanes. It was the highest proportion of any class of workers or occupational category.

                                                        
Government workers next largest class

People who worked for the government was the next largest class of workers with 24.5 per cent or almost one in every four of all workers (total employment), but they account for 73 per cent of all paid workers (paid employment) in Batanes.

                                                          
Self-employment vs. paid employment

Overall, self-employed workers constituted 66 per cent and paid workers 34 per cent of all class of workers in 1995.

The prevalence of self-employment was greater among women than men -- 69 per cent for women compared with 64 per cent for men.

                                                                  
Top jobs for men and women

In 1995, the top occupation for both men and women was unpaid workers or those who worked without pay in their own family-operated farm or business. Women slightly outnumbered men in this category.

Government service was the second most common job for both men and women where men outnumbered women.

The third most common job was self-employed without paid help for men and private household (domestic services) for women.

These top three occupational categories accounted for 84.8 per cent and 92.3 per cent of all occupations held by men and women, respectively.
