| Abad was Dean of Ateneo de Manila University's School of Government. She obtained her Master in Public Administration from the Kennedy School of Government, Harvard University. She graduated cum laude with an AB Economics degree from Maryknoll College. In the gubernatorial race, Governor Vicente de Sagon Gato, a former naval officer with the Philippine Navy, prevailed over Gerry delos Santos Caccam, a former fertilizer and pesticide executive with the Department of Agriculture. Gato won across the province except Mahatao. Other victors included re-electionist mayors Manning Gabas Viola of Basco, Tacio Adalla Barsana of Ivana and Marita Cabugao Ibay of Uyugan. | Sangguniang Bayan member Aurelia Adami Ydel won the vice mayoralty of Uyugan. Other victors and/or re-elected included Anthony Barsana (son of Fred Barsana of Ivana), Oscar Cobaria, Pila Bogador, Mimong Geronimo, Johnard Baldomar (son of Manny Baldomar of Itbud), Joseph Ybay, Jose Cobico and Bernard delos Santos. Former provincial congressman or Sangguniang Panlalawigan member Augustus Cataluna of Salagao won a seat at Ivana's Sangguniang Bayan. In Mahatao, Magdalena "Madeleine" Balasbas Gaa was re-elected to the town's legislature or parliament. |

| The Liberal Party of Batanes, the party that shaped today's Batanes, maintained its stranglehold of the islands after a dramatic election that swept the opposition across the province. Ms. Henedina Razon Abad, wife of Congressman Butch Abad, was elected representative for the lone district of Batanes. Winning landslide in Itbayat, Abad won over her opponent, former Governor Purong Falces Castillejos, by around 500 votes. She won in all the towns except Basco and Mahatao. Elesterio Caballero edged his opponent, Maxilindo Emilio Alavado Babalo, formerly of Toronto. Reuel Cangas Ibanes and Pedro Fainza Poncio won in Itbayat and Mahatao, respectively. ____________________________________________________________________________________ The times they are a-changin' Machitarek dana sawen du di Vatan. Aran' consejo municipal am paydidimanan darana - compared to the old days when nobody was interested. I remember the days we were practically begging or pleading for our neighbour to please represent us in the council (in those days each barangay has a consejal or councillor). Now, to the victors: Congratulations! Well done - a clean sweep, almost. Butch Abad's vision for Batanes lives on. To the vanquished: There's a season to everything, a time to win, a time to lose. Hopefully, all of us - victors and vanquished alike - we shall prove equal to the verdict of the Ivatans. The conduct of the elections in the island province was civilized and peaceful, and it showed once again that in the stages of evolution which is measured in thousands of years, the Ivatans are at a more advanced stage: A Breed Apart!
